EDITORIAL – EAR TO THE GROUND
In May 1999 I wrote the first village newsletter and I said it was an optimistic effort to help everyone feel part of the community and in touch with local news. I think after 10 years that is still true and many residents have told me they look forward to getting their copy. This issue has lots of items to interest and inform you, so read on!
The new hall is hopefully on its way at last. But sadly, the site office with some equipment was vandalised within hours of its erection. The police are going to patrol the area and have asked to be notified on 01522 558383 if you see anything untoward on the site. Parents should advise their children that the building site is out-of-bounds, but the sports field is still available for them to use.
Finally, a flashing speed sign on Main Street will appear randomly about 4 times a month. This will hopefully keep drivers on their toes and off the accelerator!

PARISH COUNCIL NEWS
MEETING HELD ON 4th MARCH 2009
The council were told that the building of the new village hall had started.
The Council agreed to write to the Rt Hon Douglas Hogg MP regarding a mobile post office for North Kyme. Mrs Audrey Corne had already collected a petition in support and contacted the MP. The Council thanked her for all her efforts.
Revised plans for the school site have been submitted by LLC.
The Council agreed that the current village hall land could be sold eventually at the discretion of the Village Hall Committee.
MEETING HELD ON 8th APRIL 2009
Vandalism reported on new hall site.
The Council resolved to limit the total given to donations to 30% of the precept.
A response was received from the Rt Hon Douglas Hogg MP indicating that it is unlikely that a mobile post office will be provided for North Kyme. The issue will be raised at the next cluster meeting on 20th April; perhaps many villages with one voice can achieve more.
The Council were made aware of wheelie bins being left in the middle of the pavement after being emptied.
Next meeting: 20th May; AGM first, then public forum and normal meeting.
NORTH KYME ANNUAL PARISH MEETING ON 4th MAY
This meeting was very successful in bringing people together on a damp Bank Holiday afternoon. There were a variety of commercial enterprises on display as well as church and clubs. Some superb refreshments were particularly good and were very popular.
After the socialising there was a short meeting held, with questions from residents being answered by the Chairman of the Parish Council – Glynn Pout. The mobile post office question was raised again and Mr Pout said that the matter would be raised at the next cluster meeting. Another resident enquired about public footpaths and was told that in Kyme there is only one along the River Skirth. However the Council will look into any other possibilities. A question concerning the speed of drivers through the village and the lack of action by the authorities brought a lot of voices in support. Mr Pout told us that the speed sign not only flashed up the speed to drivers, but also collated data concerning type and number of vehicles which will be analysed to give a better picture of the extent of the problem. Hopefully this will show just how dangerous the road has become. Finally a young resident asked if suitable equipment could be placed on the new sports field and was told that the young people should decide what exactly they want and then submit a list to the Council for their attention. Obviously, finance always has to be considered, but the youth are as much residents of this village as anyone else and the Parish Council needs their input. The meeting then ended with a round of applause for a successful first parish meeting.

EDITORIAL – EAR TO THE GROUND
At long last the year is on the ‘up’ and even if we have got more cold weather to come, the clocks go forward on March 29th and the lighter nights will have arrived.
The village has been busy with all the usual clubs, but also we have enjoyed a superb St Valentine’s Supper arranged by church members for St Luke’s funds. Then we had a well-attended evening with the medium Valerie Morrison, which achieved approximately £300 for our village hall funds.
On 18th February the AGM of the Village Hall Committee showed some excellent figures for the past year. The approximate foot-fall added up to 4,056 people across the hall threshold, which came to £4,320 in profit terms and the days used in the year to a staggering 214. Well done to the committee and everybody that joined in the events.

PARISH COUNCIL NEWS
MEETING HELD ON 14th JANUARY
Mr T. Handley was welcomed onto the Council as a co-opted member. The Chair raised the issue of the caravan parked on Church Lane. Police Constable Daniels was informed that, contrary to other evidence, Church Lane was an adopted road.
The Chair updated the Council on progress of the new village hall. Although funding from WREN did not materialise due to government cuts, it has been decided to forge ahead with building the exterior of the new hall.
Lincs Road Safety Partnership gave a presentation on the proposed development of North Kyme primary school into a driving academy with a skid-pan facility.
The Parish Council agreed to name the new village hall playing field as the John Goddard Memorial Playing Field.
MEETING HELD ON 4th FEBRUARY
Chair reported that relevant people have been informed of the mud on Vacherie lane etc.
Parishioner asked the Parish Council to support the principle of a mobile post office for North Kyme.
Budget proposals: the Council agreed that a budget for donations to local causes should be set up.
Parish Councillors were invited to test the skid car which will be used at the proposed site in North Kyme.
News Item: Purchase of speed indicator device
The Parish Council have taken delivery of the device to be used in the Billinghay Cluster Group. The funding is from NKDC. The device will be used on a regular basis in our village. This will have an impact on the speed of vehicles passing along the main road.
Next meetings: 4th March, then 8th April.

EDITORIAL – EAR TO THE GROUND
This Editorial is a difficult one for me to write because of my dear husband John’s death on November 20th. He was a good man and would have felt immensely honoured to know that so many people thought highly of him.
As Village Hall Committee Chairman he got so much pleasure from seeing people enjoying their evenings in the Village Hall. He said it made all the hard work worthwhile! He took pride in our community and always looked for ways to involve people and make them feel welcome amongst friends.
Finally, thank you for all your good wishes and help over the last painful months; they have helped me enormously.

PARISH COUNCIL NEWS – MEETING HELD ON
NOVEMBER 26th
The Chairman passed on the sad news that Councillor John
Goddard had passed away and commented that he had been an
asset to the Parish Council and will be greatly missed. The co-
option of a new councillor took place with two candidates; Mrs B
Baxter and Mr T Handley. After voting took place Mr Handley
was co-opted onto the Parish Council. The Chair thanked Mrs
Baxter for her interest in the vacancy. The Annual Return was
presented to the council and the Precept for the coming year
2009-10 was discussed, and it was agreed to ask for a 5%
increase to take account of the Parish Meeting planned for May
2009. The Parish Council agreed to donate £150.00 to support
L.I.V.E.S.
N.B. The next meeting on January 14th was unfortunately too late for this issue of the newsletter.
TRIBUTE TO JOHN GODDARD
It was a sad day for this village when John lost his brave battle against his long illness. He had been Chairman of the Village Hall Committee for many years and was keen to bring the community together with a variety of events to fund- raise for the new hall. He was a quietly spoken man, but was always there to offer support. He was genuinely interested in anything you were doing, as I am sure many of you are aware.
Our thoughts are with Di and the family at this time and I only hope we can continue to proceed with all John’s plans to forge ahead with a new village hall. This would be the greatest tribute of all to him.
It has been a pleasure to have known him and he will be greatly missed.
